Huh?

Some explain the title of this post.

Despite the "NRO Staff" attribution, I suspect I know who it is - the completely baffling title and fair-use-stretching cut-and-paste job are strong indicators.

Anyway, I really want to know what "No Accountability Left Behind?" is supposed to mean. I get the No Child Left Behind reference, sure, but...what could it possibly mean to leave accountability behind...or not to leave it behind? And then there's that pesky article it links, which doesn't seem to be about accountability being left behind at all. Or about how, of all the accountabilities out there, none of them is left behind.
